The data set is an ESRI ARCINFO GIS shapefile. The data set consists of the Study Area boundary defined for Shepherdstown, West Virginia, wv016, one of the 384 principal battlefields of the American Civil War as identified in the 1993 "Civil War Sites Advisory Commission Report on the Nation's Civil War Battlefields." The report was prepared at the behest of the U.S. Congress. The Study Area boundary defines tactical context and visual settings and reflects the historical extents of the battlefield as it is known through research and on-site investigations.
<purpose>The original purpose of this data set was to provide an update to the Civil War Sites Advisory Commission Report on the Nation's Civil War Battlefields (1993) and the accompanying data on the location and historic extent of 384 principal battlefields of the American Civil War. The National Park Service's American Battlefield Protection Program used this updated data to address the following: the need to refine the 384 battlefields' core and study area boundaries to better reflect the historic extents of the battlefield landscape; define areas of the battlefields that retained integrity; identify threats to the battlefields' current integrity; and identify changes in condition of the battlefields since 1993. The update to the Report was authorized by the American Battlefield Protection Act of 1996 as Amended (16 USC 469k). Additionally, the battlefield boundaries and the information associated with them may be used by local, state, regional, and national planning organizations, preservation entities, and other private entities for purposes of preserving these important historical resources.</purpose>
<supplinf>The battlefield was originally surveyed and Study and Core Area boundaries were created in 1993 by the U.S. National Park Service, American Battlefield Protection Program. The battlefield was resurveyed and Study and Core Area boundaries were updated as needed in 2009. Additionally, those portions of the battlefield landscape that retain integrity were identified and boundaries delineating Areas of Integrity and areas Potentially Eligible for inclusion on the National Register were created. At the discretion of the Chief, American Battlefield Protection Program locational information may be withheld on the authority of the Archeological Resource Protection Act [ARPA] of 1979 section 470hh.
As applicable, all approach and withdrawal routes (roads, river/ocean channels) were buffered before being added to the Study Area polygon. Land routes that were utilized primarily by infantry troops were buffered at 200 yards; land routes that were utilized primarily by cavalry troops or a mixture of cavalry and infantry were buffered at 400 yards. Naval approach and withdrawal routes were placed within historic shipping channels where applicable and buffered accordingly.</supplinf>

<idPurp>Purpose: American Battlefield Protection Program (ABPP) battlefields used for the Safe Water Conservation Collaborative (SWCC) Prioritization Model (v1.1)
Measurement: Acres of battlefield
Justification: The National Park Service, through the ABPP, offers Battlefield Land Acquisition Grants. “This grant program allows for the permanent protection of historic battlefield lands through fee simple acquisition or through the purchase of an interest in the land through a preservation covenant. State or local government entities are eligible to apply, and nonprofits may act as subrecipients of grant funds. The grants require a dollar-for-dollar non-Federal match.”</idPurp>
